In my text book they say the following:

headSet ( e,b ) - Returns a subset ending at element e and exclusive of e
tailSet ( e,b ) - Returns a subset starting at and inclusive of element e

When they talk about exclusive and inclusive what do they mean by that?

"exclusive of e" means "not including e". "inclusive of e" means "including e".
