Government plans to boost fund industry

LONDON (Reuters) - Britain has launched a campaign to attract more investment fund money to the country, with plans for tax breaks, cutting red tape and marketing campaigns in Asia and the Americas.

In speeches to fund management executives on Tuesday afternoon, Treasury ministers Sajid Javid and Greg Clark said they aim to reverse a weakening of the UK's dominance as a centre for the funds industry.

While London and Edinburgh are the locations for teams of fund managers at firms such as Schroders and Aberdeen Asset Management, more funds are domiciled in Dublin and Luxembourg.

According to Lipper, a Thomson Reuters company that tracks the funds industry, around $1.24 trillion (817.56 billion pounds) of mutual fund assets are domiciled in Dublin and $2.8 trillion in Luxembourg compared with around $1.1 trillion in the UK.

Clark said the government's strategy will focus on more efficient and transparent taxation, while new financial watchdog the FCA will seek to cut red tape around obtaining fund authorisation.

"We also promise to consult closely with industry to ensure that opportunities to minimise costs and maximise benefits are identified and implemented," Clark said.

He also said the government will seek to promote the UK as a fund management centre, running a marketing campaign targeting investors in Asia and the Americas.

The government first announced in March that it was targeting mutual fund money domiciled in Ireland and Luxembourg with tax sweeteners.

Earlier on Tuesday, Clark told delegates at an industry seminar in London the government plans a similar boost for Britain's insurance industry.

Eminem's publisher sues Facebook over song usage

(AP) ? Eminem's song publisher is suing Facebook and an ad agency, saying they copied music from one of the rapper's songs.

Eight Mile Style filed a federal lawsuit in Detroit on Monday alleging that a 30-second Facebook ad broadcast online last month copied music from Eminem's 2000 song "Under the Influence."

The Detroit Free Press (http://on.freep.com/10LFB2N ) reports that the ad was featured in a webcast by Facebook founder Mark Zuckerberg to announce Facebook Home, an interface for Android phones.

The complaint says Portland, Ore., ad agency Wieden+Kennedy copied Eminem's music "in an effort to curry favor" with Facebook by catering to Zuckerberg's personal likes and to "invoke the same irreverent theme" of the song.

Facebook spokesman Andrew Noyes declined comment. A message seeking comment was left Tuesday with the ad agency.

    When they talk about exclusive and inclusive what do they mean by that?

    (AP) ? Russia's point man on Syria and on its relations with the U.S. is turning his attention toward a subject close to Russian hearts ? alleged vote theft at the Eurovision Song Contest.

    Foreign Minister Sergey Lavrov was meeting Tuesday with his counterpart from Azerbaijan, a former Soviet republic which is investigating why the country's announced votes did not give any points to Russia.

    Azerbaijan's foreign minister, Elmar Mammadyarov, said the country's mobile phone operators reported that Russia's Dina Garipova came second in the local vote, which would have given her 10 points.

    Lavrov called it an "outrageous incident." Russians take Eurovision very seriously.

    Garipova finished fifth overall on Saturday, 17 points behind fourth-placed Norway.

    Azerbaijani television is investigating. It was unclear where any mistake or vote manipulation might have occurred.

    CIA Drones: Pentagon To Take Over Some Operations, Sources Say


    * Pentagon control could open program to more congressional oversight

    WASHINGTON, May 20 (Reuters) - President Barack Obama's administration has decided to give the Pentagon control of some drone operations against terrorism suspects overseas that are currently run by the CIA, several U.S. government sources said on Monday.
    Obama has pledged more transparency on controversial counterterrorism programs, and giving the Pentagon the responsibility for part of the drone program could open it to greater congressional oversight.
    Obama will make a speech on Thursday at the National Defense University in Washington that will include discussion of the government's use of drones as a counterterrorism tool. It is unclear whether he will announce the drone program shift in that speech or separately.
    Four U.S. government sources told Reuters that the decision had been made to shift the CIA's drone operations to the Pentagon, and some of them said it would occur in stages.
    Drone strikes in Yemen, where the U.S. military already conducts operations with Yemeni forces, would be run by the armed forces, officials said.
    But for the time-being U.S. drone strikes in Pakistan would continue to be conducted by the CIA to keep the program covert and maintain deniability for both the United States and Pakistan, several sources said.
    Ultimately, however, the administration's goal would be to transfer the Pakistan drone operations to the military, one U.S. official said on condition of anonymity.
    The internal debate within the administration about whether to switch control of drone strikes to the military has been going on for months. Obama is under heightened pressure to show that his administration is transparent, after a series of scandals about civil liberties and allegations of government overreach broke last week.
    A White House National Security Council spokeswoman and a CIA spokeswoman each declined comment.

    DECISION AFTER MONTHS OF DEBATE
    One of the reasons to make the shift is that it would help the CIA to return to more traditional spying operations and intelligence analysis, rather than paramilitary operations involving killing terrorism targets, officials have said.
    The U.S. military is not engaged in ground combat in Pakistan, where the population in tribal areas has been angered by drone strikes and governments do not want to acknowledge that they allow U.S. unmanned aircraft to operate.
    But in Yemen, the same sensitivities do not exist because the U.S. military is working with Yemeni forces in counterterrorism operations and so drone strikes in Yemen will shift to the Pentagon, two sources said.
    There have been 355 drone strikes in Pakistan and 66 in Yemen, according to a widely cited drone attack database run by the New America Foundation think tank. (Database: http://natsec.newamerica.net/)
    The United States has also carried out drone strikes in Afghanistan, Iraq, Libya and East Africa, some of them operated by the military.
    The use of armed drones jumped in 2008 when President George W. Bush authorized the use of "signature" strikes, allowing the targeting of terrorism suspects based on behavior and other characteristics without knowing the targets' identities.
    Rosa Brooks, a New America Foundation fellow and Georgetown University law professor, said the problem with the targeted killing program was "an assertion by the executive branch that it has this essentially unconstrained and unreviewable power to kill people."
    Brooks, who previously served at the Pentagon, said she hoped that Obama would publicly release the legal justifications and analysis for the targeted killings overseas, including of U.S. citizens.
    "I would also like to see the president say that we will acknowledge all strikes, that we will publicly report on identities of who was targeted, at least after the fact," she said. (Editing by Alistair Bell and Lisa Shumaker)

    Shatner's seatmate in iconic 'Twilight Zone' dies

    Christine Lamson White may have had a career in Hollywood spanning over 20 years, but to many she'll always be known as "the woman on the plane next to William Shatner."

    The actress starred alongside Shatner in the iconic "Twilight Zone" episode "Nightmare at 20,000 Feet," in which he believes he sees a gremlin tearing up the wing of the plane.

    Lamson died on April 14 at Brinton Woods Nursing Home in Washington, D.C., as her death notice in the Carroll County Times reports. She was 86.

    Washington, D.C. native White was born in 1926 and acted in plays while studying English at the University of North Carolina at Chapel Hill. She also earned a Masters degree in speech and drama from Catholic University. By the 1950s she had relocated to Hollywood and appeared in series including "Perry Mason," "The Loretta Young Show" and "Bonanza." According to the New York Times, she appeared in more than 50 television shows and movies during her acting career.

    Eventually she left acting to return to Washington, D.C to help care for her aging mother, and wrote, produced and distributed quarterly bulletin called "The Rampart Papers."

    Her obituary indicated that she "became acquainted with several celebrities" including James Dean; in a biography of the actor by Val Holley White admitted their relationship "did become romantic at times." She appeared in a 1976 dramatization of Dean's life, "James Dean" as a secretary; according to the IMDb it was her last acting credit.

    UN chief hopes for Syria conference in early June

    MOSCOW (AP) ? U.N. Secretary General Ban Ki-moon is holding out hope that an international conference to negotiate a peaceful resolution to the Syrian civil war will be held in early June.

    The U.S. and Russia have agreed to try to bring the Syrian regime and opposition to the negotiating table, but no date has been set.

    Neither Syrian President Bashar Assad nor the main Western-backed opposition group has made a commitment to attend.

    Ban Ki-moon is in Russia as part of efforts to convene the conference. The state RIA Novosti news agency quoted him saying Sunday that he is hopeful the conference can take place "very soon," possibly in early June.

    In addition to the U.S. and Russia, he said he has spoken with Britain, France, China and "all other key parties."

Findings from the Framingham Foot Studythe first to estimate the heritability of foot disorders in humansappear in Arthritis Care & Research, a journal published by Wiley on behalf of the American College of Rheumatology (ACR).

    Previous studies show that as many as 60% of older adults have foot disorders which may limit mobility and reduce their quality of life. In fact, bunions affect 23% of individuals 18 to 65 years of age and 36% of those over 65 years according to a study by Nix et al. While experts suggest that women, older adults and those with a higher body mass index (BMI) are at greater risk for foot disorders, there is little understanding of the genetics involved in their development.

    The study, led by Arthritis Care & Research Editor-in-Chief, Dr. Marian Hannan from Hebrew SeniorLife and Harvard Medical School in Boston, Mass, included 1,370 participants enrolled in the Framingham Foot Study. Participants had a mean age of 66 years and 57% were female. Foot exams to identify hallux valgus, lesser toe deformities and plantar soft tissue atrophy were conducted between 2002 and 2008. The team estimated heritability using software that performs genetic analyses of familial data (pedigree structures).

    Results show the prevalence of bunions, lesser toe deformities and plantar soft tissue atrophy was 31%, 30% and 28%, respectively. Hallux valgus and lesser toe deformity, two of the most common structural foot disorders that affect up to half of older adults in the U.S. and Europe, were found to be highly heritable depending on age and sex. The team reports that plantar soft tissue atrophy did not demonstrate significant heritability in the study cohort.

    "Our study is the largest investigation of the heritability of common foot disorders in older adults, confirming that bunions and lesser toe deformities are highly inheritable in Caucasian men and women of European descent," concludes Dr. Hannan. "These new findings highlight the importance of furthering our understanding of what causes greater susceptibility to these foot conditions, as knowing more about the pathway may ultimately lead to early prevention or early treatment."
