Pope's butler awaits verdict in papal leaks trial
VATICAN CITY (AP) ? A verdict in the case of the pope's butler accused of leaking papal documents may help close one of the most damaging scandals of Pope Benedict XVI's papacy. But even after Paolo Gabriele's fate is decided by a Vatican tribunal Saturday, a core question will remain open: Did he really act alone in exposing the secrets of one of the most secretive institutions in the world?
Gabriele faces up to four years in prison if he's convicted of aggravated theft, accused of stealing the pope's private correspondence and passing it onto journalist Gianluigi Nuzzi, whose book revealed the intrigue, petty infighting and allegations of corruption and homosexual liaisons that plague the leadership of the Roman Catholic Church. It has been, in short, the gravest security breach of the papal entourage in recent memory.
In his testimony this week, Gabriele insisted "in the most absolute way" that he had no accomplices.
But in earlier statements to prosecutors, he named a half-dozen people who "suggested" he take action, among them Vatican cardinals and monsignors. He even identified one layman as the source of a segment of Nuzzi's book "His Holiness: Pope Benedict XVI's secret papers" detailing some questionable conflicts of interest of some Vatican police officers.
Gabriele distanced himself from such statements during the trial, saying he didn't recognize himself in the prosecutors' reconstruction of his interrogation.
That said, on the eve of Gabriele's verdict, Nuzzi tweeted that after Gabriele's fate is decided, "Will the protagonists of the papers who emerged be persecuted with courage?"
There is another suspect in the case: Claudio Sciarpelletti, a 48-year-old computer expert in the Vatican secretariat of state who is charged with aiding and abetting the crime. Police say they found an envelope in his desk that said "Personal P. Gabriele" on it, with documentation inside.
Sciarpelletti has said Gabriele gave him the envelope, and later, that someone identified in court documents as "W'' gave it to him to pass onto Gabriele.
Sciarpelletti's lawyer successfully got his case separated out at the start of Gabriele's trial. But attorney Gianluca Benedetti has said his client was innocent and that, regardless, there were no "reserved documents" in the envelope.
Gabriele has a chance to deliver a final statement to the court Saturday, after prosecutor Nicola Picardi and defense attorney Cristiana Arru give their closing arguments. A verdict is expected later in the day by the three-judge panel.
Gabriele told the court that he stood by his June 5 confession to prosecutors, and in his testimony, he detailed how he would photocopy papal correspondence in broad daylight, using the office photocopier in the presence of the pope's two private secretaries. He pleaded innocent to the charge of aggravated theft but said he was guilty of "having betrayed the trust of the Holy Father, whom I love as a son would."
The motive wasn't discussed during the trial, but Gabriele told prosecutors that he thought that exposing the "evil and corruption" that he saw around him would help put the church back on the right track.
Arru focused much of her questioning of defense witnesses on the search of Gabriele's home: Police said 82 moving boxes of papers were carted out of Gabriele's Vatican City apartment on May 23, though only about 1,000 pages were pertinent to the investigation.
Police have said that contrary to Gabriele's initial claims, the documentation contained originals, not just photocopies of papal correspondence. The originals were distinguished by the seals, stamps and internal processing codes used in the Vatican, they said.
Some bore the pope's own handwriting, including with the word "destroy" written at the top in German, police told the court.
Arru questioned why police didn't use gloves in the search, suggesting the evidence may have been contaminated. Police insisted gloves aren't usually used in searches of documentation.
She pressed each of the six police officers on the stand about a purported gold nugget and check for $100,000 made out to the pope that were seized during the search. No one could say precisely where they were found. Gabriele testified he had never seen either before.
Arru queried them on the actual size of the armoire in Gabriele's study that contained the bulk of the documentation, seeming to try to minimize the quantity of documentation seized. No inventory was ever made of the documents.
And she raised questions about police conduct in seizing documentation from the apartment Gabriele used in Castel Gandolfo, where the pope spends his summers. The Vatican didn't obtain authorization for the seizure from Italian authorities, who have jurisdiction.
If Gabriele is convicted and sentenced to jail time, the Vatican has said he would serve his sentence in an Italian prison since the Vatican doesn't have long-term detention facilities. But it's not clear whether such arrangements have been made, given that Italy is a different country than the one that tried Gabriele.
In the end, those arrangements may not be necessary: a papal pardon is widely expected.
Gabriele spent his first two months in detention in a secure room inside the Vatican police barracks. During the trial, Arru complained about the conditions under which Gabriele spent his first 20 days: Gabriele testified that the room was so small he couldn't stretch open his arms, and that the lights were kept on 24 hours a day.
Vatican police insisted the conditions conformed to international standards, that the lights were kept on for safety and security and that regardless Gabriele had said the light would keep him company. The officer in charge of Gabriele's care testified that the butler had repeatedly thanked him and his colleagues for the treatment he and his family received.
The Vatican prosecutor immediately opened a separate investigation, meaning the scandal isn't over yet.

CAPE CANAVERAL, Fla. (AP) ? A private company is on the verge of launching another cargo ship to the International Space Station.
On Sunday night, California-based SpaceX will attempt to send a Dragon capsule to the orbiting lab and its three-member crew.
Liftoff of the company's unmanned Falcon rocket is scheduled for 8:35 p.m. EDT. Forecasters put the odds of acceptable weather at 60 percent. Thick clouds and rain are the main concerns.
A Dragon cargo ship successfully docked to the space station last May, but that was considered a test flight. The coming mission is the first under a $1.6 billion contract with NASA that calls for a dozen resupply flights by SpaceX, essential in the post-shuttle era.
"We got there once. We demonstrated we could do it, so there might be a teeny, teeny bit of relaxation. Not a lot, though," SpaceX President Gwynne Shotwell told reporters Saturday night.
NASA was monitoring a potentially threatening piece of orbiting junk, but said that even if the space station had to steer clear of the object, that would not delay the SpaceX mission.
This newest Dragon will haul about 1,000 pounds of food, clothes and gear, including ice cream for the American, Russian and Japanese astronauts on board. (The ice cream will go up in freezers meant for research). Even more cargo will be coming back.
The capsule will remain docked to the space station for most of October. Astronauts will fill the capsule with blood and urine samples, other experiments and old equipment, for its return to Earth at the end of the month. By then, the complex will be back to a full crew of six.
The nearly 500 tubes of blood and syringes of urine have been stashed in space station freezers since the last space shuttle flight, by Atlantis, in July 2011. The decommissioned Atlantis, and sister ships Discovery and Endeavour, are now museum relics.
NASA nutritionist Scott Smith said these blood and urine samples ? part of medical studies ? will be the first to be returned since Atlantis' final voyage.
"This is the first real return vehicle for this type of sample," Scott said.
The cargo ships periodically flown by Russia, Japan and Europe do not have the capability to return anything; they burn up upon re-entry. The SpaceX Dragons parachute down into the Pacific, reminiscent of NASA's old-time capsules.
"While it may seem very strange to some folks, my typical line is that, 'It may be urine to you, but it's gold to us,'" Smith said. "There's a lot of science that comes out of this."
NASA's space station program manager, Mike Suffredini, is also thrilled about having an American spacecraft bearing goods. It's much easier to get last-minute equipment aboard a U.S. capsule, he noted. The Dragon, for example, will carry up a new pump for the space station's urine-into-drinking water recycling system.
"Shipping and customs can kill you when you're trying to get overseas," Suffredini said.
SpaceX ? or Space Exploration Technologies Corp. ? is run by billionaire Elon Musk, a co-founder of PayPal who also directs the electric car maker Tesla Motors.
His space company is working to turn the unmanned Dragon vessels into craft that could carry Americans to the space station in the coming years. Until SpaceX or another U.S. company can do that, NASA astronauts will have to keep riding on Russian rockets at a steep cost.
SpaceX estimates it will be ready to launch crews aboard Dragons in three years.
NASA, meanwhile, expects to name within a few weeks the U.S. astronaut and Russian cosmonaut who will spend an entire year aboard the space station, beginning in spring 2015, twice the usual length for a mission. Suffredini said the list of potential candidates is "very short."
Another NASA official said only previous space station crew members are under consideration for the two slots because they're already trained in the systems of the orbiting complex.
On Friday, the space agency said it would commit to a yearlong mission to learn what it will take for humans to journey beyond low-Earth orbit ? Mars, for example.
Russia already knows. Three cosmonauts spent at least a year aboard the old Mir space station; the record for a single stint is almost 15 months.
No American has spent more than seven months in space at a time.

The Amazon Kindle Paperwhite ($119 direct) is a spectacular?ebook reader?for the price, thanks to its new capacitive screen and superior, integrated lighting. It also features a sleek, soft-touch design in handsome black, with a much-improved home screen.?You could argue the more-expensive 3G-equipped Paperwhite is actually the best ebook reader on the market. It does everything this model does, and also lets you buy books wherever you can find a cell signal, but at $180 it's heading into full-fledged tablet price territory. The base-model, Wi-Fi-only Paperwhite model, though, represents the perfect balance of price and features, so it's our Editors' Choice.

The Kindle Paperwhite keeps the same dimensions as the 3G model, measuring 6.7 by 4.6 by 0.36 inches (HWD). However, it weighs 7.5 ounces instead of 7.8 ounces; you won't notice it unless you're holding both and trying to feel the difference.
What "No 3G" Really Means
Since there's no cellular radio, it means you'll have to log into a Wi-Fi network whenever you want to buy a book. This is less of a pain than it sounds, because you can set up your home network once, and the Paperwhite will always connect to that. Aside from not being able to buy a book while in a park or on the beach, the only other downside is that you'll need to program in the Wi-Fi network of a hotel you're staying at, or a coffee shop you're in, if you plan on shopping for new books, or if you want to download something to the Kindle that's still only in the cloud.
The latter case is pretty rare, though; most likely you'll download all purchases to the Kindle itself, and only download some of your collection to other devices, like an iPhone or Android phone. And again, it's only when you need to shop for new books. You can pick up the Kindle Paperwhite and read without connectivity whenever you want.?Otherwise, we've confirmed in testing that aside from the lack of 3G, the Wi-Fi-only Kindle Paperwhite looks and works exactly the same as the 3G version.
Paperwhite vs. the Competition
At $119 with Special Offers, or $139 without, the base Amazon Kindle Paperwhite is now $20 more expensive than the Barnes & Noble Nook Simple Touch With GlowLight, thanks to a recent price cut. The?Nook supports the popular ePub format, lets you borrow from many public libraries, has a headphone jack for listening to audio books, integrates a microSD card slot, weighs less, and, of course, works with B&N's Nook ecosystem. But the Kindle Paperwhite has a brighter, more-even light; a more responsive screen; a sleeker design, and a larger, more robust ecosystem for books, magazines, and newspapers. Both are top-notch ebook readers, but the Kindle Paperwhite has better hardware, and just edges out the Nook.
If you don't need a lighted screen, we're getting in the base Kindle in for testing soon, now that Amazon has refreshed it and lowered the price by $10 from last year's model; stay tuned for that review. But for now, our pick above all is the Wi-Fi Amazon Kindle Paperwhite.

Whether you have a local area business that you want to market as completely as possible, or you are an offline marketing consultant who helps local businesses enjoy greater Internet exposure, it?s always a good idea to be sure that you?re covering all of your bases when it comes to facilitating as much of a web presence as you can. Even after all this time, the Internet remains woefully underused by local businesses, and in this climate, where the battle for every consumer dollar is tougher than it has ever been, it is the business with the most complete presence that will stand the best chance of not just surviving, but thriving. Stay up-to-date on available local search engines. This is a must-do. quality of Latin America's infrastructure network is generally deficient, placing it at a disadvantage compared to
other regions such as Asia Pacific and Eastern Europe. Major infrastructure investments which are in progress will
have a beneficial impact on Latin
America's business environment and help increase its competitiveness. However, additional reforms will be needed to boost investment in infrastructure projects and improve the region's ability to
compete in the long term.
Key Points
- Latin America is one of the world's most dynamic regions, offering attractive opportunities for companies. Between 2006 and 2011, average annual growth of consumer expenditure in Latin America was 5.0% in real terms, higher than Asia Pacific (4.6%) and Middle East and Africa (3.6%);
- However, Latin America's underdeveloped infrastructure networks places it at disadvantage compared to competing regions such as Asia Pacific and Eastern Europe. In 2011, Latin America's electricity generation capacity ? measured as GWh per capita ? stood at 2,496 GWh compared to Eastern Europe's capacity of 5,381 GWh;
- Weak infrastructure networks have negative implications for the region's competitiveness in aspects such as productivity, trade, foreign direct investment (FDI) inflows, income inequality and population health. Latin America's labour productivity ? expressed as GDP per person employed ? reached US$18,956 in 2011, below US$21,017 for Eastern Europe;
- Many Latin American countries are investing heavily in their infrastructure to improve their business environments and competitiveness. For example Brazil began investing R$955 billion (US$562 billion) as part of its ?Programa de Acelera??o do Crescimento? (PAC 2) in 2011;
- Chile currently scores the highest in Latin America in the Global Competitiveness Index 2012 for the quality of its infrastructure at 31st out of 144 countries globally.
Latin America's infrastructure network is below-par compared to most other regions largely as a result of long term underinvestment in infrastructure:
- In 2011, Latin America had the lowest proportion of paved roads (as a % of total road network) across all regions, at 22.2%. Likewise, household penetration of broadband Internet enabled computers in Latin America stood at 23.3% in 2011, lower than the world average of 31.7%;

- Latin America's low and often inefficient investment in infrastructure between 1980 and 2011 has been the consequence of a combination of factors present in most Latin American countries during this period. These include lack of a disciplined fiscal policy, deficiencies in their business environments and inadequate long-term planning;
- The lack of discipline in fiscal policy of most countries in the region generated government budget deficits, which have had a negative effect on public infrastructure investment. For every year during the period 1995-2011, Latin America on aggregate ran public budget deficits despite a windfall of income caused by record global commodity prices during most of the 2000s;
- Private sector infrastructure investment is also hampered by deficiencies in the business environment of most countries of the region, including weak institutions, deficient rule of law and excessive levels of red tape. As a result, total investment in infrastructure in Latin America averaged 2.0% of its total GDP during the period 1996-2008, according to data from the UN's Economic Commission for Latin America (ECLAC).
Deficient Latin American Infrastructure Impacts Competitiveness
The quality of infrastructure in Latin American countries has implications for other aspects of their economies like productivity, trade, foreign direct investment (FDI) inflows and income inequality;
- Inadequate infrastructure weighs on the region's productivity levels by hindering the flow of goods, persons and information. In 2011, Latin America's productivity (measured as GDP per person employed) stood at US$18,956, compared to US$21,017 in Eastern Europe;
- The time and cost of trade is also impacted by the poor quality of roads, railroads and ports. According to the World Bank's Ease of Doing Business 2012 report, the average cost to export a container from the Latin America & the Caribbean region is US$1,257 per container, higher than the East Asia & Pacific average of US$906 per container;
- Underdeveloped infrastructure networks in sectors such as information communications technology (ICT) also influence the type of FDI inflows that the region receives. According to an study by ECLAC, only 8.0% of total FDI inflows to Latin America & the Caribbean between 2008 and 2010 were highly intensive in technology, compared to an average of 52.0% for the ?Asian Tigers? (Hong Kong, Taiwan, South Korea and Singapore);
- Latin America's lack of infrastructure also accentuates the problem of income inequality and poverty, as infrastructure in the region is mostly concentrated on urban areas, leaving rural areas with little access to core economic activities and services. The UN's Human Development Report 2011 ranked Latin America as the most unequal region in the world in terms of income in 2011;
Major Investments in Infrastructure will Improve Latin American Countries' Business Environments
Many Latin American countries are investing heavily in improving their infrastructure:
Brazil:
- In 2011, Brazil began an infrastructure investment plan called ?Programa de Acelera??o do Crescimento? (PAC 2). This will provide for total infrastructure investments of R$955 billion (US$562 billion) in areas such as basic infrastructure (electricity and water), transport networks and energy;
- Investments in the transport network will help to connect Brazil at both a national and international level. Its proportion of paved roads reached just 15.7% of the total road network in 2011.
Mexico:
- The ?National Infrastructure Program 2007-2012? worth over US$150 billion (equivalent to 13.0% of Mexico's 2011 total GDP) is in execution as of 2012, with investments in areas including energy, roads, ports and telecommunications;
- In addition, elected Mexican President Enrique Pe?a Nieto, due to take office in December 2012, has announced his intention to allow private participation in the country's state-owned oil monopoly Pemex;
- Investment in Mexico's energy sector is key if the country is to reverse the trend of declining crude oil production. Should current trends in Mexico's oil production and consumption continue, the country runs the risk of becoming a net oil importer by 2020.
Chile:
- Chile is investing US$11.8 billion (equivalent to 4.7% of 2011 total GDP) in its infrastructure programme in the period 2010-2014.This is designed to improve areas such as intercity roads, airports and hospitals;
- According to the World Economic Forum's Global Competitiveness Index 2011, Chile had the best infrastructure network in Latin America, ranked at 32nd out of 139 countries at a global level. Continuous improvement of Chile's developed infrastructure network will help consolidate this position.

Colombia:
- The National Infrastructure Agency of Colombia has announced investments for a total amount of Col$58.0 trillion (US$31.4 billion, equivalent to 9.4% of total 2011 GDP) during the period 2012-2016, to cover areas like ports, road and railroad networks;
Peru:
- The Peruvian government will invest US$10.4 billion in infrastructure projects to be undertaken between 2012 and 2013. The main focus of the projects is in the areas of airports, roads and pipelines for natural gas;
- Road construction will allow better connectivity to rural areas and also help reduce income inequality. In 2011, Peru's Gini Index ? a measure of income inequality ranging between 0 (perfectly equal) to 100 (perfectly unequal) ? stood at 54.2, one of the highest in the world.
Prospects
In the longer-term, maintaining substantial investments in infrastructure will be needed in order to improve the region's competitiveness:
- Latin America's average annual growth rate of total real GDP is expected to accelerate slightly from 3.8% during the period 2006-2011 to 4.0% for the period 2012-2020. Robust economic growth will allow for governments in the region to increase public investment in infrastructure;
- However, public infrastructure investment will necessarily have to be complemented by private investment in order to bring Latin American at par with competing regions. According to ECLAC esti mates, Latin America would have to invest an average of 8.1% of its total GDP during the period 2012-2020 in order to catch up with infrastructure levels from the ?Asian Tigers? by the end of that period;
- Public-Private-Partnerships (PPPs) are increasingly being used by several Latin American economies like Brazil, Chile and Colombia in order to finance infrastructure projects. This is a positive step in order to involve private participation and reduce the burden on governments. However, the ability to attract private infrastructure investment in Latin America will continue to be strongly dependent on the quality of the business environment of individual countries.
